Abstract
In the context of the Fourth Industrial Revolution and the rapid development of the knowledge economy, higher education plays a "core role in developing highly skilled human resources and talents, promoting scientific and technological development and innovation." This article analyzes the theoretical and practical basis of modernizing and upgrading higher education to create breakthroughs in developing high-quality human resources and talents to lead research and innovation. Based on this, it proposes several systemic solutions regarding institutions, training programs, faculty, scientific research, and international cooperation to build a modern, integrated, and effective higher education system that meets the requirements of rapid and sustainable national development.
