Abstract

Improving the legal framework governing the prevention and handling of violations in fire prevention and firefighting by grassroots-level authorities is essential to protecting people’s lives and property and enhancing the effectiveness and efficiency of state administration. Based on an analysis of current legal provisions and their practical implementation, this article identifies existing limitations and inadequacies. It subsequently proposes directions for legal reform aimed at strengthening the role and responsibilities of grassroots-level authorities in fire prevention and firefighting, thereby meeting the requirements of building a socialist rule-of-law state and promoting national development in the new period.
