Abstract

The rapid advancement of digital technologies and international integration has created substantial opportunities for socioeconomic development while simultaneously facilitating new forms and methods of cybercrime. Cross-border online fraud, in particular, has emerged as a serious threat to national security, public order and safety, and the lawful rights and interests of citizens. Its borderless and anonymous nature, network- based organization, and capacity for rapidly transferring illicit assets increasingly expose the limitations of prevention, investigation, and enforcement measures confined to individual national jurisdictions. This article examines the current situation and proposes measures to strengthen international cooperation, thereby contributing to the establishment of an interconnected, proactive, and rapid-response network for preventing and combating cross-border cyber fraud.
