Abstract

In the context of digital transformation, electronic document archiving is essential to preserving the legal validity, integrity, accessibility, and long-term value of university information. Although the legal framework increasingly supports electronic records management, university information technology policies still prioritize storage capacity, retention periods, and account administration over archival appraisal and file compilation. This study identifies that gap, examines its causes, and proposes a four-level model—organizational, procedural, technical, and individual—to integrate archival requirements into the electronic data lifecycle without major changes to existing infrastructure, while strengthening governance, accountability, and legal compliance across university operations.
