Abstract
The training programs of People’s Public Security institutions in general, and the People’s Security College I in particular, include rescue swimming as an important component for developing rescue and emergency response capabilities. This content helps learners meet practical requirements related to security, public order, disaster prevention, and accident response. Among the relevant skills, techniques for approaching drowning victims are essential because they directly affect rescue effectiveness and the safety of rescuers. The article discusses several approaches to teaching these techniques and proposes solutions to improve instructional quality. These recommendations are intended to strengthen students’ practical rescue competencies and support the effective handling of professional situations encountered by the People’s Public Security forces.
