Abstract

Citizens’ outward migration has increasingly significant effects on countries’ socio-economic development, national defense, security, foreign affairs, and international integration. This article clarifies the concept of policies for managing citizens’ outward migration and examines their principal components and characteristics. The findings contribute to strengthening the theoretical foundations of outward-migration management policies and provide a reference for the research, formulation, and improvement of migration policies and legislation in Vietnam.
