Abstract

Drawing on Article 36 of the 2020 Youth Law, Ho Chi Minh’s thought on youth development, and governance theories applicable to contemporary conditions, this study examines the theoretical foundations of state management of youth affairs at the ward level. It systematizes eight dimensions of youth affairs management that fall within the authority of local governments and clarifies the effects of digital transformation, the pioneering role of youth in innovation, and the Youth Union’s functions in oversight and social criticism. The findings indicate that coordinated implementation of these dimensions in accordance with the principles of multistakeholder governance constitutes both an administrative responsibility and a strategic political task. This approach aims to support the comprehensive development of young human resources to meet the demands of integration in the digital era.
