Abstract

This article examines the quality of cadres and civil servants in Cao Lanh Ward during the initial stage of implementing the two-tier local government model. Using document analysis, descriptive statistics, comparison, and an assessment of the gap between policy requirements and local realities, the study evaluates the current capacity and performance of cadres, civil servants, and public employees. The findings identify several limitations in professional competence, administrative skills, and adaptability to the new governance structure. Based on the analysis, the article proposes practical solutions to improve personnel quality, strengthen institutional capacity, and enhance the effectiveness of Cao Lanh Ward’s administration under the two-tier local government model.
