Abstract

In the context of the Fourth Industrial Revolution and digital transformation under Resolution No. 57-NQ/ TW, human resource development for intelligent transportation systems (ITS) plays a strategic role in Vietnam. This article examines three models of international cooperation: official development assistance (ODA)-based technology transfer, core technology integration, and the adoption of internationally standardized curricula. Despite notable achievements, human resource development for the ITS sector continues to face several limitations. The article proposes five groups of solutions: standardizing curricula, developing academic staff through ODA funding, mobilizing investment in infrastructure, innovating teaching methods, and improving relevant policies. Effective cooperation among the government, universities, enterprises, and international partners is essential to achieving substantive and sustainable outcomes.
