Abstract

Legal dissemination and education for prisoners constitute an integral component of criminal judgment enforcement and contribute to offender rehabilitation and the prevention of reoffending. This article examines the legal foundations and current implementation of legal dissemination and education for prisoners at Thu Duc Prison during the 2020–2025 period. Drawing on the 2019 Law on the Execution of Criminal Judgments, the 2012 Law on Legal Dissemination and Education, Decree No. 118/2024/ND-CP, and other relevant legal documents, together with statistical data and field observations, the study evaluates achievements in organizational scale, coverage, and behavioral changes among prisoners. It also identifies limitations relating to learner classification, the standardization of educational materials, language barriers affecting foreign prisoners, human resources, and implementation conditions. On this basis, the article proposes recommendations for improving the effectiveness of legal dissemination and education for prisoners.
