Abstract

National target programs are major policy initiatives of the Party and the State aimed at promoting socioeconomic development, sustainable poverty reduction, new rural development, and development in ethnic minority and mountainous areas. Drawing on experience in Dien Bien province during 2021–2025, this article examines the achievements and limitations of grassroots Party committees in leading the formulation of programs and plans to implement national target programs. It also proposes measures to strengthen these committees’ role and accountability. Key priorities include renewing approaches to leadership, strengthening the accountability of committee heads, translating policy orientations into concrete actions suited to local conditions, aligning plans with available resources and intended outcomes, encouraging public participation, strengthening inspection and oversight, and advancing digital transformation.
