Abstract

As Vietnam continues to reform its state apparatus and develop a streamlined, effective, and efficient two-tier local government model, strengthening the capacity of People’s Council deputies, particularly at the commune level, has become increasingly important. This article examines the theoretical and legal foundations of the capacity of commune-level People’s Council deputies and assesses their current capacity to make decisions, conduct oversight, and represent constituents. It then identifies the new competency requirements for commune- level People’s Council deputies under Vietnam’s two-tier local government model and proposes solutions to strengthen their capacity. These solutions are intended to improve the effectiveness and efficiency of People’s Council operations and reinforce the role of People’s Councils as local organs of state power.
