This paper clarifies the concept, content, and strategic significance of building a culture of conduct at the People’s Public Security Political Academy (PPSPA), not only from the perspective of individual qualities but also in terms of institutional frameworks and value ecosystems. Based on the Resolution of the 14th National Party Congress, Resolution No. 80-NQ/TW dated January 7, 2026 of the Politburo, and Circular No. 12/2023/TT-BCA of the Ministry of Public Security, this paper analyzes the current situation, identifies the structural components and inherent limitations of the Academy’s culture of conduct.
