Abstract

The Law Amending and Supplementing a Number of Articles of the Law on Cadres and Civil Servants and the Law on Public Employees, passed by the National Assembly in November 2019 and effective from July 1, 2020, introduced significant adjustments to the rights and obligations of the heads of public non-business units, who are no longer considered civil servants. This article analyzes the legal changes regarding the evaluation, commendation, and discipline of leaders of public higher education institutions as public employees. It also provides observations and recommendations for improving the legal framework governing this group of officials.
