Abstract

The promulgation of normative legal documents in accordance with the requirements of good governance has become increasingly important as Vietnam enters a new era of development. This article examines the principles and criteria governing the promulgation of normative legal documents from the perspective of good governance. It analyzes the relationship between legislative principles and key governance requirements, including legality, transparency, accountability, public participation, effectiveness, and responsiveness. On this basis, the article proposes several recommendations for improving the quality and effectiveness of the promulgation process, thereby ensuring that normative legal documents are more closely aligned with the requirements of good governance.
