Abstract
In the process of streamlining Vietnam’s state apparatus, decentralization and delegation of powers are essential to defining the authority, responsibilities, and functions of state agencies and different levels of government. This article examines the relevant legal framework, focusing on reducing intermediate administrative layers, increasing institutional autonomy, aligning responsibilities with delegated powers, and maintaining consistency in state management. The analysis identifies several shortcomings, including unclear divisions of authority, inadequate alignment between assigned responsibilities and available resources, insufficient accountability, and fragmented oversight mechanisms. Accordingly, the article proposes legal reforms aimed at clarifying the allocation of powers and institutional responsibilities, linking decentralization to adequate resources, strengthening accountability and oversight, and promoting digital transformation to improve governance within the streamlined state apparatus.
