Abstract

Circular No. 02/2022/TT-BGDĐT, amended by Circular No. 12/2024/TT-BGDĐT, is a key legal document regulating the conditions for opening university-level training programs in Vietnam. Specifically, Article 4 stipulates detailed requirements regarding the core faculty, including a minimum of 05 doctoral degree holders and the definition of "lecturers with appropriate expertise." However, a detailed analysis reveals internal contradictions within Article 4, particularly concerning academic qualifications, the role of leading instruction, and the practical applicability of the regulations. This article evaluates the legal consistency, analyzes the implications for higher education management, and proposes solutions to ensure clarity, feasibility, and enhancement of training quality.
