Abstract

In the context of rapid global digital transformation, Vietnam’s labor market is undergoing profound structural changes. Many traditional jobs are being replaced by technology, while emerging occupations requiring digital competencies remain insufficiently supplied. In this situation, unemployment insurance has become an essential policy tool that helps displaced workers stabilize their livelihoods and reintegrate into the labor market. This article analyzes the current legal framework governing unemployment insurance, evaluates its role in supporting workers affected by digital transformation, and proposes several measures to improve the law. These measures aim to expand coverage, strengthen vocational training, and enhance the application of digital technologies in management, payment systems, and job-matching services.
