Abstract

Based on the content of the Draft Law on Local Organization 2025 (amended), the Law on Organization of Government 2015 (amended and supplemented in 2019), the current Law on Organization of Government 2025, the 2013 Constitution, relevant current laws, and the Politburo’s directives and orientations on building a two- level local government, the author focuses on studying the new regulations on local government organization in the draft, comparing them with the aforementioned legal documents to clarify their content. From the research findings, the author identifies several limitations and shortcomings of the draft and proposes solutions for effective implementation in the near future.
