Abstract
This article analyzes the role of students in enhancing legal awareness and participating in the dissemination of the Party’s guidelines within the context of Vietnam implementing the two-tier local government model. Combining theoretical and practical approaches, the study identifies current limitations in students' awareness and proactive participation. Consequently, it systematizes proposed solutions to innovate legal education, enhance digital citizenship competencies, and promote the role of the Youth Union and Student Association, aiming to build a socialist rule-of-law state.
