Abstract

In recent years, the rapid process of industrialization and urbanization in Ho Chi Minh City has driven the establishment and expansion of industrial zones, leading to a substantial demand for labor and a rapid influx of migrant workers. This internal migration has contributed significantly to the city’s socio-economic growth; however, it has also posed major challenges in population management, urban infrastructure, and especially in ensuring adequate social security for workers. Migrant workers commonly encounter difficulties related to housing, welfare provisions, access to basic services, and achieving long-term livelihood stability. In the context of the Communist Party of Vietnam’s emphasis on harmonious, progressive, and inclusive social development, research on the management of migrant workers in industrial zones becomes essential. Strengthening governance in this area contributes to policy improvement, protection of workers’ rights, and sustainable development.
