Abstract
This article examines the state management of education by provincial authorities in the context of decentralization and delegation of authority, drawing on evidence from Dong Nai Province. Based on theories of decentralization, multilevel governance, fiscal decentralization, and accountability, the study analyzes the legal framework, division of authority, organizational structure, inter-agency coordination, resource allocation, and monitoring and supervision mechanisms in education management. The findings indicate that decentralization has increased local authorities’ autonomy; however, challenges remain regarding unclear responsibilities, limited grassroots-level capacity, misalignment between assigned tasks and available resources, weak coordination, and fragmented management data. The article proposes clarifying the legal framework, allocating resources according to assigned responsibilities, strengthening commune-level capacity, standardizing inter-agency coordination, enhancing accountability, and accelerating digital transformation in education management.
