Abstract

The 2024 Land Law introduces a significant change in determining land users by no longer recognizing households as land users, unlike the Land Laws of 1993, 2003, and 2013. Nevertheless, household land use rights established before the 2024 Land Law took effect remain legally protected and are governed by transitional provisions. This change reflects practical circumstances and may help reduce land disputes among household members; however, it also raises legal issues requiring clarification during implementation. This article analyzes the provisions of the 2024 Land Law concerning household land use rights and identifies related legal issues and practical difficulties. It subsequently proposes recommendations for improving the legal framework and ensuring consistent application of the law.
