Abstract
This paper proposes a process for developing integrated assessment tools that combine theoretical multiple-choice tests with practical assignments, based on a competency-development approach. In addition, the study analyzes criteria for evaluating item quality and recommends solutions to enhance reliability, discrimination, and adaptability, thereby contributing to the improvement of teaching and learning in higher education.
