Abstract

Property valuation plays a crucial role in the processing of crime information, directly aKecting procedural progress and legal outcomes. Based on a comparative analysis of Decree No. 250/2025/ND-CP dated September 22, 2025, and Decree No. 30/2018/ND-CP dated March 7, 2018, regarding jurisdiction in expanding the establishment of Property Valuation Councils to the commune and ward levels, this article highlights a major current shortcoming: the lack of regulations on speci'c time quotas for this activity. This gap has been exploited to prolong the issuance of valuation conclusions, causing case stagnation and forcing procedural authorities to temporarily suspend proceedings upon the expiration of veri'cation deadlines. the article analyzes the current reality, points out challenges within prosecutorial supervision, and proposes solutions to standardize time quotas in order to enhance the accountability of the Property Valuation Council.
