Abstract
Land acquisition is an important legal instrument for the State to implement projects serving national defense, security, and socio-economic development in the national and public interest. However, land acquisition directly affects land-use rights, assets, income, and the livelihoods of land users. Based on secondary data collected from official statistics, reports of state agencies, and relevant legal documents, this article analyzes the current land- use structure, land-related violations, complaints, and administrative disputes in Vietnam. The study shows that agricultural land still accounts for a very large proportion of the country’s natural land area, while households and individuals directly use a significant proportion of agricultural land. Therefore, policies on land acquisition, compensation, support, and resettlement have substantial socio-economic impacts. On this basis, the article proposes solutions to improve land law, land valuation mechanisms, compensation and livelihood restoration policies, transparency, and dispute resolution mechanisms in order to better protect the lawful rights and interests of land users.
