Abstract

This article examines the implementation of the rights to birth registration and death registration under Vietnamese civil law in the context of digital transformation. By clarifying the legal nature and role of these rights, the study focuses on evaluating current practices through two main aspects: the shift from traditional to electronic administrative procedures and the introduction of interconnected administrative processes. The findings indicate that digital transformation has significantly improved administrative efficiency and population management. However, several challenges remain, including data inconsistency, technical system dependency, procedural complexity, and risks related to personal data protection. Based on these findings, the article proposes legal reforms aimed at standardizing civil registration data, enhancing inter-agency data integration, simplifying administrative procedures, and ensuring data security in the digital environment.
