Abstract

In the context of implementing the two-tier local government model, commune and ward civil servants play an important role in administration and public service delivery. Training and professional development for grassroots-level civil servants contribute to improving professional qualifications, updating knowledge of state management, administrative reform, international integration and digital transformation. At the same time, these activities help enhance public service performance skills to meet new job requirements. After a period of implementation, the training policy has achieved many positive results, contributing to improving the quality of the civil servant workforce. However, several limitations remain, requiring further innovation and improvement to enhance effectiveness in the coming period.
