Abstract

This article examines the organization of specialized agencies under the Ho Chi Minh City People’s Committee in accordance with the current legal framework. It evaluates the existing organizational structure and relevant legal provisions, identifies limitations and unresolved issues, and proposes recommendations for improving the regulation of these specialized agencies in the Law on Urban Development. The proposed reforms are intended to enhance organizational coherence, administrative effectiveness, and the capacity of local authorities to meet the governance requirements arising from Ho Chi Minh City’s urban development.
