Abstract

This article examines the responsibilities of commune-level People’s Committees for grassroots mediation under Vietnam’s two-tier local government model. Drawing on relevant legislation, it clarifies the transition from district-level involvement to a more direct division of responsibilities between provincial and commune authorities. Commune-level People’s Committees implement mediation law, consolidate mediation teams, provide operational support, coordinate with the Vietnam Fatherland Front, and assume certain former district- level powers. However, uncertainties remain regarding the responsibilities of the Committee and its Chairperson, professional support, and data management. The article recommends codifying the two-tier model, clarifying authority, ensuring adequate resources, standardizing coordination, and advancing digital transformation while preserving the voluntary, community-based nature of grassroots mediation.
