Abstract

Amid the transformation of the economic growth model, science, technology, innovation, and digital transformation have become important drivers of enterprise productivity and competitiveness. This is particularly significant for Dong Thap as the province advances agricultural restructuring, processing industries, the digital economy, and the value enhancement of key products. Drawing on innovation theory, dynamic capabilities, and enterprise capability perspectives, this article examines how policy support affects enterprise productivity through the mediating roles of technological innovation and managerial capability. It employs document analysis, policy analysis, and a local case study while proposing an empirical framework for testing the relationships among policy support, technological innovation, managerial capability, and productivity. The findings indicate that policy support generates meaningful economic effects only when enterprises transform it into technological and managerial capabilities and reorganize their production and business processes. The article therefore recommends shifting policy priorities from input-based assistance toward capability development and measurable outcomes.
