Abstract
This article focuses on an in-depth analysis of the current state of the Vietnamese labor market and employment issues in the context of the Fourth Industrial Revolution, the explosion of Arti'cial Intelligence (AI), semiconductor technology, and the global commitment to a green transition. However, the market is facing major bottlenecks: a "surplus of academics and shortage of skilled workers," a low percentage of certi'ed trained workers, pressure to replace human resources due to automation, and localized supply-demand imbalances. Based on this, the authors propose a comprehensive and groundbreaking system of solutions, from macro to micro levels, to develop high-quality human resources, promote the social safety net, and enhance national competitiveness.
