Abstract

The concept of a “facilitative state” is familiar in many countries around the world but remains relatively new to Vietnam. The construction of a facilitative state is a wise and appropriate orientation of the Communist Party of Vietnam, receiving strong support from society. This model aligns closely with the current national development goal of building a socialist-oriented market economy. According to President Ho Chi Minh, a facilitative or “new model” state must be one that takes the people as the foundation for its organization and operation, and considers the people as its highest purpose of service. This article analyzes key solutions for building a socialist rule-of-law state that is constructive, transparent, action-oriented, and aligned with the spirit of the 13th National Congress.
