Abstract

This study aims to develop a community-based tourism model for Thong Nong Commune, Cao Bang Province, using a community-based management framework. Questionnaire data were collected from 191 respondents and analyzed using descriptive statistics. The findings indicate that Thong Nong has rich cultural resources, scenic landscapes, and traditional crafts but lacks tourism personnel, dedicated infrastructure, integrated tourism products, and stable markets. Although the local community participates in tourism, its roles in management, oversight, and benefit sharing remain limited, and collaboration among stakeholders is weak. Based on these findings, the study proposes a model in which the community plays the central role, the commune government coordinates activities, cooperatives or cooperative groups serve as organizational hubs, and businesses and tour operators provide support. The model comprises resource mobilization, tourism product development and organization, market linkages, benefit management, evaluation, and adjustment.
