Abstract

Resolution No. 80-NQ/TW dated January 7, 2026 of the Politburo on the development of Vietnamese culture is a strategic document that provides comprehensive and long-term orientations for building and developing Vietnamese culture and people in the new era. In the context of the 12th anniversary of the People’s Public Security Political Academy, the thorough grasp and implementation of this Resolution, in connection with the documents of the 14th National Party Congress, are both an urgent political task and a driving force for further development. This paper clarifies the core requirements of the Resolution regarding the construction of a cultural foundation, analyzes the current situation at the Academy, and proposes practical solutions to build a solid cultural foundation that meets the demands of the new era.
