Abstract

The character of People’s Public Security officers is not formed naturally or innately; rather, it is developed through sustained study, continuous training, and perseverance throughout their careers while addressing practical challenges. If character development is not treated as an intrinsic factor shaping growth and change, officers may struggle to progress or may stagnate at a certain stage. Strengthening the need for self-cultivation and character training therefore contributes to building a unified and comprehensive People’s Public Security force in political, ideological, and organizational terms.
