Abstract

Vinh Long’s extensive inland waterway network requires effective state management and enforcement of administrative sanctions. Using a qualitative approach, this article examines the application of legal provisions governing the sanctioning authority of the Director of the Vinh Long Inland Waterway Port Authority. Although direct sanctioning at ports and landing stages supports timely enforcement, vessel-load control, and the handling of unauthorized facilities, three major limitations remain: overlapping authority and weak inter-agency coordination; legal difficulties in confiscating violation-related exhibits; and inadequate infrastructure and digitalization. The article proposes clarifying sanctioning authority, establishing an inter-agency coordination mechanism, accelerating digital transformation, and improving port and landing-stage infrastructure. These measures aim to strengthen enforcement capacity, ensure inland waterway safety, and support sustainable local economic development.
