Abstract

Dissemination and education about laws in higher education institutions not only provides learners with legal knowledge but also helps develop their capacity to exercise legal rights and fulfil legal obligations, while fostering a culture of respect for the law. After more than thirteen years of implementing the 2012 Law on Dissemination and Education about Laws, the growing requirements of digital transformation, the rapid development of the legal environment, and the emergence of new legal issues have created an urgent need to innovate the methods of dissemination and education about laws. Based on an analysis of the 2012 Law on Dissemination and Education about Laws, relevant legal documents, the orientations of the 2026 Law on Dissemination and Education about Laws, and the practice of dissemination and education about laws at Vinh University, this article assesses the achievements and limitations of the current model. On that basis, it proposes a shift from a model centred on the transmission of legal knowledge to one focused on developing learners’ capacity to access, study, and learn the law and fostering a culture of respect for the law.
