Abstract

Dong Nai Province possesses a significant comparative advantage in attracting foreign direct investment (FDI), serving as a primary driver of local economic growth. However, in the wake of global geopolitical shocks and aggregate demand contraction - which have precipitated severe production order shortages for FDI enterprises - the regional labor market is confronting critical welfare challenges manifested in underemployment and income degradation. Consequently, the formulation and execution of strategic interventions to enhance adaptive capacity and secure sustainable employment for the workforce amid volatile market conditions have emerged as an imperative necessity.
