Abstract

State management in Nam Hoa Commune, Thai Nguyen Province, has shown positive developments in the economic and agricultural sectors, while education, healthcare, and social welfare services are well- maintained and highly rated by residents. However, operating under the new model has increased the workload for officials and civil servants due to staff downsizing; the disbursement of public investment funds remains slow; and some residents—particularly the elderly—still face difficulties accessing online public services. This study contributes to enriching and refining the theoretical framework regarding local government organization, specifically the two-tier government model. It also provides scientific arguments and feasible solutions—such as institutional refinement, organizational streamlining, workforce capacity building, and the acceleration of digital transformation—to help localities overcome challenges and optimize governance efficiency and public service delivery following the reorganization of administrative units.
