Abstract

In the two-tier local government system, the legal framework for digital transformation is essential to ensuring the consistent, transparent, and effective settlement of administrative procedures, particularly as additional responsibilities are delegated to the commune level. This article examines the legal framework governing electronic transactions, data, and online public services; assesses implementation; and identifies the gap between legal provisions and practice. It further highlights shortcomings in the governance, interoperability, and sharing of public data; digital administrative procedures and electronic records; accountability, traceability, and digital oversight; as well as financial resources, digital infrastructure, human resources, and technical support. The article proposes unified data governance, electronic records by default, digital logging, monitoring and accountability mechanisms, and the alignment of decentralisation with adequate resources, thereby improving service quality for citizens and businesses.
