Abstract

Digital transformation in the activities of the political system is an inevitable trend to enhance leadership capacity, modern governance, and build a public, transparent, and effective administration. Understanding this requirement, in recent times, the Ninh Binh Provincial Party Committee has focused on leading and synchronously directing the realization of digital transformation policies from the provincial to the grassroots levels. The article profoundly analyzes the theoretical basis and the Party's guiding viewpoints, objectively assessing the current status of digital transformation leadership by the Ninh Binh Provincial Party Committee for the 2025 - 2026 period through a system of specific data and evidence. Concurrently, the article identifies "bottlenecks" in data interconnection, human resources, and the disbursement rate of administrative resources, thereby proposing a system of 5 strategic and synchronous solutions to further strengthen the leadership of the Ninh Binh Provincial Party Committee over the digital transformation endeavor until 2035.
