Abstract

Community reintegration plays a crucial role as the final stage determining the success or failure of the rehabilitation process, thereby contributing to the reduction of recidivism and the maintenance of social order and security. With its large geographical area, dense population, and still potentially complex crime situation, Thanh Hoa Province has made notable efforts in implementing support models for ex-prisoners. In this challenging yet deeply humane process, Thanh Hoa Provincial Police have played a core role by providing leadership, strategic advice, and direct implementation of effective management, educational, and support measures for former offenders, thereby helping them find a genuine path toward rehabilitation and lawful community life.
