Abstract

This article examines the guiding principles and current state of developing the force responsible for safeguarding security and order at the grassroots level. It identifies the principal difficulties and obstacles encountered in this process and analyzes their underlying causes. On that basis, the article proposes several solutions for building a strong and widespread grassroots security and order protection force capable of meeting the requirements of the new situation.
