Abstract

Amid rapid advances in science, technology, and digital transformation, innovation in grassroots Party leadership methods has become an urgent requirement. For commune Party committees, digital transformation not only modernizes working tools but also affects how local conditions are assessed, decisions are made, tasks are implemented, and inspection and supervision are conducted. In Dien Bien, its mountainous and border location, extensive territory, and new requirements following the reorganization of commune-level administrative units underscore the need to harness digital technologies to reduce information gaps and strengthen connections with grassroots communities. This article analyzes the effects of digital transformation across five dimensions: expanding the scope of leadership, improving the basis for decision-making, restructuring the leadership cycle, strengthening engagement with the people, and fostering leadership culture. On this basis, it proposes directions for effectively leveraging digital transformation to develop a scientific, flexible, and people-centered leadership approach.
