Abstract

In the context of university autonomy and the need for effective use of public resources, public asset governance at public higher education institutions should be modern, transparent, and data-driven. This article analyzes theoretical foundations, legal frameworks, and practical issues related to digital transformation in public asset governance, thereby proposing directions for developing a digital public asset governance model suitable for public universities. The analysis shows that digital transformation is not merely the use of separate software systems but a redesign of governance methods, with asset data serving as the basis for decision-making, resource allocation, maintenance, exploitation, and supervision.
