Abstract

Ensuring equitable access to higher education is essential for developing high-quality human resources, promoting economic growth, and advancing social progress. Vietnam has achieved notable results in expanding access to higher education; however, several limitations remain amid the ongoing reform and development of its education system. In recent years, the guidelines of the Communist Party of Vietnam and state policies on educational development have increasingly emphasized the need to ensure equal learning opportunities. Based on an analysis of the achievements and limitations concerning access to higher education in Vietnam, together with current orientations and policies—particularly relevant provisions of Resolution No. 71-NQ/TW—this article proposes several measures to enhance equity in access to higher education.
