Abstract

Using a literature review approach, this article examines telemedicine as an important digital transformation solution for promoting equity in access to quality healthcare services and advancing universal health coverage. By reviewing the Communist Party of Vietnam’s policy orientations, current healthcare policies, and the practical implementation of telemedicine, the study evaluates the achievements of this model while identifying existing limitations and challenges. The findings provide a scientific basis for improving relevant policies and enhancing implementation effectiveness, thereby contributing to the goal of ensuring that no one is left behind in universal health coverage.
