Abstract

In the context of national digital transformation and digital government development, the implementation of laws governing administrative procedures in the electronic environment plays an important role in enhancing the effectiveness and efficiency of state administration and improving the quality of public services for individuals and businesses. Although Vietnam has achieved significant progress in recent years, several limitations remain, particularly in the legal framework, digital infrastructure, human resources, and information security. This article examines the current implementation of laws governing electronic administrative procedures in Vietnam and identifies the principal challenges affecting their effectiveness. On this basis, it proposes several solutions to improve the legal framework, strengthen digital infrastructure and human resources, ensure information security, and enhance the quality of electronic public services in the context of digital government development.
