Abstract

As digital transformation continues to reshape education, the issuance of Circular No. 18/2026/TT-BGDĐT, which promulgates the Digital Competence Framework for Teachers and Educational Institution Administrators, provides an important foundation for standardizing and developing educators’ digital competence. This article presents the structure of the framework and examines its core competence domains in relation to the requirements for innovating teaching practices in digital environments. The framework serves as a foundation for guiding, assessing, and developing teachers’ digital competence, thereby contributing to the advancement of digital transformation and the improvement of educational quality.
